Are highway tolls too expensive?
Whenever there is a traffic jam, one argument that is always heard is something along the lines of, "Why is the toll so high on top of the congestion? Lower the toll." It is certainly understandable from an emotional standpoint, but if you think about why the expressways are congested, you will see that this argument is twisted.
