Hmm. A project I know of is trying to do something similar. Both use chips. Perhaps the difference is that this one is committed to voice? In Japan, I feel that it might be enough simply to link a 2-dimensional barcode to a mobile site. In Europe, though, perhaps people want the high-touch feeling of having a sommelier or wine adviser explain it to them.

If a combined temperature sensor and storage device could be made inexpensive and compact, even more interesting things could be done—for example, an explanation using the history of how this wine was stored. At that point, there would be a compelling reason to use a chip. Otherwise, a chip is overkill.
