The law concerning card-substitute electronic records—essentially adding My Number Card functions to smartphones—has been promulgated. It is an amendment to the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (June 7, Reiwa 6 Act No. 46 〔Article 3〕).

III. Amendments to the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures
　1 Matters Stated on Individual Number Cards and Identity-Verification Measures
Gender is removed from the matters printed on an Individual Number Card. When a party implementing Individual Number administrative operations receives an Individual Number for processing operations that use gender information and is shown an Individual Number Card as an identity-verification measure, it must also electronically verify the gender information recorded on the card. (Article Two, paragraph Seven, and the proviso to Article Sixteen)
　2 Card-Substitute Electronic Records
(i) A “card-substitute electronic record” is an integrated electronic record comprising an electronic record of the matters recorded on an Individual Number Card and an electronic record, electronically signed by J-LIS, of the information necessary for the recipient to verify that the former record belongs to its sender. Receiving and verifying such a record from a person providing an Individual Number is added as an identity-verification measure. (Article Two, paragraph Eight, and Article Sixteen, item Two)
(ii) A person issued an Individual Number Card and a valid signature electronic certificate for that card may apply for issuance of a card-substitute electronic record for storage and use on the person’s mobile terminal. (Article Eighteen-Two, paragraph One)
　　(iii) A person issued a card-substitute electronic record must use a program certified by the Prime Minister to transmit it. The recipient must use a program provided or certified by the Prime Minister to verify that the record belongs to its sender. (Article Eighteen-Two, paragraphs Six and Seven; Article Eighteen-Three; and Article Eighteen-Four)
(iv) Necessary revisions are made to the basic principles, fees collected by J-LIS, J-LIS’s medium-term objectives, and penalties. (Article Three; Article Eighteen-Five, paragraph One; Article Thirty-Eight-Eight, paragraph One; and Article Fifty-Five)
　3 Prime Minister’s Support for Ensuring the Accuracy of Specific Personal Information
The Prime Minister will provide parties implementing Individual Number administrative operations with information, advice, and other support necessary to keep specific personal information accurate and current. (Article Six-Two)

4. Measures Concerning My Number and My Number Cards (My Number Act)

  • Ensuring the Accuracy of Specific Personal Information (effective on promulgation)
    Following the comprehensive review of My Number information, the Act provides that the Digital Agency (the Prime Minister) will give the support necessary to ensure the accuracy of specific personal information, with the aim of preventing erroneous links between My Numbers and personal information from recurring.
  • Measures Necessary to Introduce the Next My Number Card (effective within 5 years)
    For introduction of the next card, gender will remain electronically recorded but be removed from the card face, among other measures.
  • Measures Necessary to Add My Number Card Functions to Smartphones (effective within 1 years)
    A mechanism will enable identity verification under the My Number Act using only a smartphone, in the same manner as a My Number Card.
