Digital Society Common Functions
After working for Microsoft, the Cabinet Secretariat, Yahoo, MUFG, and other companies, he was appointed Director-General of the Digital Agency and Head of the Digital Society Common Functions Group in conjunction with the launch of the Digital Agency in 2021.
He is responsible for the My Number system, two deposit and savings laws, local government system standardization, base registry, the Electronic Signature Act, and the Electronic Power of Attorney Act.
The government's AI strategy team is responsible for creating an environment for the use of generative AI in government agencies.
During his time at the Cabinet Secretariat from 2011 to 2021, he was involved in the development of the information network system, My Number Portal, the contact tracing app COCOA, and the vaccination record system VRS.
■ Mr. Natsuhiko Sakimura
Chair, OpenID Foundation
Executive Partner, Tokyo Digital Ideas Inc.
Works on international standardization of digital identity and privacy-related technologies.
He has been the chairman of the US OpenID Foundation since 2011 and the chairman of MyData Japan since 2019.
Since 2021, he has served as a Digital Special Advisor to the Fair Trade Commission.
In his book "Digital Identity" and his co-authored book "Unsolved Problems of Web3," he explains what digital identity is and looks ahead to its future.
■Yu Shimyung
Managing Director, Fintech Association of Japan
Founder of Paid Co., Ltd.
After graduating from the Graduate School of Frontier Sciences at the University of Tokyo, he joined the Investment Banking Department of JP Morgan Securities in 2011. After working on M&A and fundraising advice for domestic and international tech companies, he founded Handii Inc. (now Paid Inc.) in August 2017 and will serve as President and CEO until March 8.
In October 2021, he became a director of the Fintech Association.
■Takafumi Ochiai

Atsumi & Sakai Law Firm, Foreign Law Joint Enterprise, Prototype Policy Institute, Senior Partner
Graduated from the Department of Mathematics, Faculty of Science and Technology, Keio University. Passed the old bar exam while studying at the Graduate School of Science and Technology at the same university.
He worked at Mori Hamada & Matsumoto law firms in Tokyo and Beijing for about nine years, where he handled international disputes and bankruptcy, intellectual property, overseas investments, etc.
Since joining his current office, he has been providing business advice and building new systems in industries such as finance, healthcare, real estate, MaaS, and IT, and has served as a director and committee member for many government and private organizations.
