Three requirements for open data

This is an important point, so I'll transcribe it here. It's from Professor Okumura of the University of Tokyo.

I will show you the "Three Requirements for Open Data" that I have put together. Details will be published in the March issue of the legal magazine Jurist. I will let you know again when it is released.

  1. Open data as the default
    As democracy deepens, and from the perspective of pursuing efficiency and effectiveness in government and private innovation, make the disclosure and reuse of government data the default.
  2. Ensuring legal openness
    In order to guarantee the above, we will provide legal support, such as public domain and open licenses, and will coordinate with copyright law in particular.
  3. Ensuring technical openness
    At the same time, provide technical support for the data
    Ensuring machine readability, open formatting, and bulk data release
