Here are the “Three Requirements for Open Data” that I have organized. Further details are scheduled to appear in the March issue of the legal journal Jurist. I will let you know again when it goes on sale.

  1. Making Open Data the Default
    Along with deepening democracy, and from the perspectives of pursuing government efficiency and effectiveness and encouraging private-sector innovation, make the disclosure and reuse of government-held data the default.
  2. Ensuring Legal Openness
    To guarantee the above, coordinate particularly with copyright law through measures such as placing data in the public domain or applying open licenses that provide a legal foundation.
  3. Ensuring Technical Openness
    At the same time, provide the necessary technical foundation for the data.
    Ensure machine readability and open formats, and publish data in bulk.
