It appears that the Lithuanian government has adopted OpenID.
According to an email from Arthur Orsevski on the OpenID EU mailing list, after OpenID was introduced to the Lithuanian Parliament last year, 2 working groups were established at the hMinistry of the Interior) and the
Information Society Development Committee under the Government of Lithuania. Following their review, it was decided to implement OpenID in the new Lithuanian personal ID card (http://www.dokumentai.lt/en/pic.php).
The OpenID specification was submitted to the Ministry of the Interior 8 months ago, and on February 4, Lithuania’s national personal ID card (http://www.dokumentai.lt/atk.php) finally began supporting X.509 certificates and OpenID AuthN 2.0 + PAPE.
As a result, from January 1, 2009 onward, every ID card issued will include OpenID capable of authenticating the individual using their X.509 certificate. The Ministry of the Interior’s certificate issuance center will serve as the national OpenID Provider (https://openid.vrm.lt/). This provider service is currently being tested and is not yet publicly available, but is expected to launch soon.
