The Metropolitan Expressway Nighttime Discount Social Experiment Council, formed by the Ministry of Land, Infrastructure and Transport, the Tokyo Metropolitan Government, and the Metropolitan Expressway Public Corporation, announced on the 18th that it would offer a limited-time trial of nighttime toll discounts of up to 42% for vehicles equipped with the Electronic Toll Collection system, ETC, from the night of the 28th to the morning of March 1. Combined with the current ETC discount system, the Tokyo line for ordinary vehicles, normally ¥700, would be about ¥400, while the Kanagawa line, normally ¥600, would be about ¥300, or half price.

Will this become the key to wider ETC adoption? Probably not. It is far too gradual. It might be good for commercial vehicles, though.
