In response to the public consultation announced on January 26 regarding the “Draft Order Partially Amending the Regulation for Enforcement of the Act on Certification Business of the Japan Agency for Local Authority Information Systems Pertaining to Electronic Signatures, etc.,” the MyData Japan Public Policy Committee (Chair: Ryoji Mori) submitted comments on February 29.

This is associated with the launch of the Digital Agency’s Digital Authentication App. The Digital Authentication App is an OpenID Connect authentication server that uses the My Number Card as an authentication method. It enables identity federation through OpenID Connect using the electronic certificate for user authentication and the card-face information stored on the My Number Card.

While the app itself is expected to be very useful, privacy concerns have also been raised, including through the media.

MyData Japan also convened its Public Policy Committee on February 20 to consider this matter. After approximately 1 week of drafting, it submitted its comments on February 29.

The comments address

  1. the need for rules governing the government’s accumulation of information about the services citizens use
  2. the need for rules to ensure the appropriateness of the purposes for which provided data is used and to ensure data minimization
  3. the need for rules governing how consent is obtained when data is provided
