Ministry of Internal Affairs and Communications "Study Group on Platform Services"It started on October 2018, 10.
In light of the fact that platform operators have been providing services by utilizing large amounts of user information in recent years, the study group will consider ways to ensure the appropriate handling of user information, among other issues.
Proposed items for consideration are as follows:
(1) Matters concerning the differences in the handling of user information (e.g., communication secrecy and privacy information) between telecommunications carriers and domestic and foreign platform operators and the rules regarding such handling
(2) Matters concerning the state of domestic trust services and measures to ensure interoperability with other countries, with a view to promoting smooth data distribution using domestic and international platforms
I recognize that this is a very important research topic in light of the current situation, and I am honored to be a member of this committee.

Today, the Secretariat first presented a detailed background and proposed issues to be considered, and then Member Ikugai introduced overseas trends, focusing on the ePrivacy Directive and the eIDAS Regulation. After that, each member was asked to give their opinions and suggestions in three minutes.
I mentioned the following three points.
- Your Privacy
As the editor of "ISO/IEC 29184 Online Privacy Notice and Consent", I'm not sure if I should say this, but I think we need to be careful about asking for too much "consent" because it could de-sensitize consumers. Rather, we should be careful about the data processing through "data ethics committees" or "stakeholder meetings" as mentioned in ISO/IEC 29134.1Isn't there a need for a system that evaluates whether the use is appropriate and decides whether to allow it? - Trust Service
As you point out, network effects are important in today's world where platform services are on the rise. In light of this, I believe that ensuring mandatory interconnectivity, as eIDAS and UK Open Banking do, could be one key.
As IoT is often referred to as the Internet of Threats, raising security levels is an urgent issue. This perspective should also be taken into account when considering trust services. - The Browser as Gatekeeper
The document points out that platform services are becoming more and more monopolized, but browsers are becoming even more monopolized. It is necessary to consider this current situation and consider desirable measures.
In my notes, there was a point that "consent management services" should be considered as part of trust services, but I forgot whether I mentioned it or not. I may not have mentioned it because I didn't have enough time. By the way, I was measuring the speaking time with a stopwatch, and I think I finished in about 3 minutes + 7 seconds as specified.
Incidentally, there were TV cameras at the beginning. Since the cameras were lined up in alphabetical order, I was next to Chairman Shishido, so I was in a close-up on the NHK news (lol).
