The guidelines that I helped develop as a member of the study committee have been published.
METI: “Guidelines for Providing Information and Explanations with Due Consideration for Consumer Privacy in Online Services”
These guidelines were formulated in response to the “Standards for Enhancing the Provision of Information and Explanations to Consumers,” which were developed based on the findings of the IT Integration Forum’s Personal Data Working Group the year before last and the subsequent trial of advance consultations for businesses conducted during the last fiscal year. They explain such matters as how consumers should be notified when they provide personal data, and what should be done when the purposes or scope of its provision are changed.
Initiatives of this kind have begun in various countries. Particularly in the online context, if approaches differ too widely, it becomes very difficult for businesses to respond, so international harmonization is also needed. As part of this effort, there are plans to submit these guidelines to ISO/IEC, and beginning on October 20, a Study Period will be proposed at the ISO/IEC JTC1 SC 27/WG 5 meeting in Mexico.
I will report separately on developments in this area.
