UNITED NATIONS—UN Secretary-General Annan said on the 18th, at a meeting on Iraq held alongside the UN General Assembly, that while he welcomed Iraq’s adoption of a new constitution, the country was at a “serious risk” of falling into civil war.

At the meeting, which was also attended by Iraqi President Talabani, Secretary-General Annan said that if the current isolation and violence continued, Iraq faced a serious risk of state collapse and could enter a full-scale civil war. He also called on Iraq’s leaders to address killings rooted in Islamic sectarian conflict and to resolve religious and ethnic differences.

President Talabani responded that there were signs that the Iraqi government’s security policy was achieving results, citing a marked decrease in violent incidents in Baghdad last month.
