By chance, I had to join 2 WMV files and had a difficult time. Ordinary video-editing software re-encodes them, which takes an enormous amount of time.
In the end, I used a command-line utility called ASFCUT. I used the command line this time, but in general, the GUI utility UniteMovie looks convenient. I found it at Otoku WEB > Recommended Free Software. Well, I think I will continue to use the command line, though… In addition to joining files, it has various features, such as extracting material on the timeline.
