The National Police Agency is inviting public comments regarding the problem of illegal parking.
The basic line seems to be
(1) Criminalization of Parking Violations
(2) Owner Liability – Fines are collected from the owner of the vehicle, not from the person driving it when it was parked, allowing for immediate enforcement.
   (This is a common system in other countries, including Canada, where I lived. Basically, you can think of it as a fine being imposed on your vehicle registration/license plate.)
(3) Points system for cracking down on repeat offenders
(4) Outsourcing to the private sector

(1) is a prerequisite for (2), so it is obviously necessary.
I completely agree with (2). When I was in Canada, I was almost always given a ticket if I was stopped for five minutes.
  #However, if I'm in a hurry, I'll stop, even if it means paying a fine.
  #However, the fine wasn't that high.
(3) I don't think this is necessary. The point system is too bureaucratic. I think it would be better to have the fine increase depending on the number of times a person commits a crime in a year.
(4) Private outsourcing: There are some issues with this. However, these are being considered to some extent. I plan to think about the details in the future, but there is one opinion regarding personal information.

  Some members of the committee have raised the issue of handing over personal information such as vehicle inspection certificate data to private companies when outsourcing to the private sector, but as a proponent of digital identity, I believe this handover should not be necessary. Or perhaps we could say that the issue is the scope of outsourcing to the private sector.

The private companies that are commissioned should only issue tickets, and the collection of fees should be done by the public institution. In that case, the private companies would only need to inform the public institution (probably the police) of the license plate number of the vehicle in violation. Therefore, there should be no transfer of personal information.

  Also, in terms of evidentiary value, it would be good if license plates had a signing function. If GPS location information + time information + photo were converted into XML and then electronically signed with a contactless SmartCard built into the license plate, there would be no way to deny anything. On the other hand, there would be no leakage of personal information, so I think that's a good thing...
