Gabe Wachob has written a Python tool for converting XRIs to IRIs/URIs and has posted it on his website: http://www.wachob.com/xriescape/
Reading the source may be easier to understand than reading the specification, so please take a look if you are interested.
I am currently writing a PHP port of this.
I also need to do the resolver.
