According to the results, 41% of the PINs on affected cards used birth dates or numbers that could be inferred from them. Losses exceeding ¥1 million occurred in 60% of cases, and most funds were withdrawn within 3 days. Financial institutions had compensated victims in only 9% of cases. The agency is expected to call for measures such as biometric authentication and withdrawal limits.
